The author made statistics on the accidents from January to June 5, 2007 announced by the Ministry of construction. Of the total 230 accidents, 133 were falling accidents from height, accounting for 57.8%, 274 were dead, and 142 were falling from height, accounting for 51.8%. In other words, if we can effectively control falling accidents and reduce the death toll to the minimum, the death toll of the whole construction industry will be greatly reduced

I. reasons for falling from height

there are many reasons for falling from height, but the main reasons are as follows:

1 Inadequate safety education

the personnel engaged in construction for a short time in the same site and working environment are more likely to have accidents than those engaged in construction for a long time. The new comers, who know little about the building and the harm to the site, construct blindly. For example, from the elevator shaft, the total demand for plastic pipes will continue to grow. Almost all the people who fall from the reserved hole are new workers. A very important reason here is that the education is not in place. 2. Inadequate safety protection. According to the regulations, work at heights is defined as work at a height of 2m or above the datum level, and safety protection shall be carried out. However, in some construction sites, the foundation pit has been excavated for more than 2 meters, the protective railings have not been installed, and the riding path for people to get on and off has not been set up. Workers climb up and down. The main structure is almost to the third floor, and there is still no security hanging. Some access roads can not reach the operation floor at all, and workers rely on their bodies to climb up and down flexibly. A considerable number of reserved openings are not protected or protected but not fixed. No reliable safety rope is set for steel structure operation, the installation of layer panel, the scaffold board is not fully paved, and the horizontal safety is not hung below

3. Inadequate safety input. Some construction sites have accidents for simple reasons. The investment is not in place or even not. The control system: there are no safety protection articles for controlling the electrical code. It is inevitable that there will be safety accidents, but it is clear that there will be no accidents. Here, there is fierce market competition, winning the bid at a low price, unwilling to invest, some of them do not invest by chance, and more project managers do not perform their own safety responsibilities, or even do not know that they are legally coping with it, and muddle along

4. The safety inspection was not in place. The safety inspection system has not been established, and the inspection depends on the consciousness of the management personnel. If you think about it, you can check it. If you can't think of it, you can't check it. The inspection system has been established, but it is not carried out according to the system. For example, the project should be inspected once a week, often half a month, or even longer. Inspections at all levels can not be divided into different levels. All levels are only inspection items, and problems found will be dealt with on a case by case basis. The inspection often only pays attention to the problems on site at that time and ignores the inspection of safety data. Unannounced inspections will be carried out. Some items have been inspected many times, and some items have not even been inspected once

5. Hidden danger rectification is not in place. The project inspected by Stora Enso for turning waste into packaging materials did not seriously study and rectify the problems on the rectification notice issued, but only made superficial articles. The reply was well written, but a considerable number of problems were not solved, and some were even great hidden dangers. The inspection units seldom verify the problems found on the spot. Objectively, the management span is large, it is difficult to verify in time, and subjective carelessness is also an important reason

6. The safety is not in place. The project manager is the first person in safe production, and the safety manager is the supervisor of safe production. These two kinds of people have an unshirkable responsibility for safe production. At the same time, all personnel of the project also have their own responsibilities in safe production. In some projects, the system is often unclear. In many cases, although there is a system, it is not really assigned to people. In some cases, they can not even explain their own security, let alone implement it

7. The safety mechanism is not in place. According to the national laws and regulations on work safety, the high-risk industries should set up independent safety management organizations. The construction industry is one of the three high-risk industries recognized by the state, and it is necessary to set up independent safety management organizations. However, some enterprises do not follow this regulation, but only arrange people in the engineering management department to take charge of it. Some even have only one person, who can only manage the statements and handle the work below, and have no time to take into account other safety management work

8. The special rectification is not in place. The five major injuries of falling from height, object strike, mechanical injury, collapse and electric shock have always been the focus of the special rectification of the construction industry. They have been carried out every year with little success. In the past two years, the Ministry of construction has specially issued a document to take falling from height and collapse as the focus of the special treatment, which should be said to have grasped the key. However, in some units, some projects failed to achieve results. The important reason is that they did not really pay attention to the special treatment work. They just wrote it on paper and shouted it on their lips, but did not implement it in action

9. The safety disclosure is not in place. Safety disclosure is an important part of safety work. Targeted disclosure can eliminate many potential safety hazards in the bud. However, in the actual construction, quite a few projects often do not pay attention to the safety technical disclosure, some copy it, some workers have been working for many days before they make the disclosure to the workers, some only hand over the disclosure to the team leader, but not to all the operators, and some even do not make the disclosure at all

10. The safety plan is not in place. The safety scheme includes construction organization design, safety management scheme and various special safety schemes. The plan is complete, issued in time and implemented seriously. It can be said that we are half sure of safety production. However, in practice, for quite a few projects, either the schemes are incomplete or the schemes are poorly prepared. Either there is no calculation or there is a lack of review. Some even put the schemes on the shelf after they are prepared
